Evaluación del incumplimiento de la Resolución Ministerial Nº 220-2024-MINSA en productos farmacéuticos de baja rotación en Boticas del Perú

Abstract

El presente estudio tuvo como objetivo determinar el nivel de incumplimiento observable de la Resolución Ministerial N.° 220-2024-MINSA en productos farmacéuticos de baja rotación en boticas del Perú durante el año 2026. La investigación fue de tipo aplicada, con enfoque cuantitativo y nivel descriptivo-comparativo. Se empleó un diseño no experimental, observacional, transversal y retrospectivo. La muestra estuvo conformada por 4 315 boticas privadas de las regiones de Junín, Amazonas, Arequipa, Puno y La Libertad. Se verificó el reporte público de 10 medicamentos trazadores de baja rotación en el OPPF de la DIGEMID, mediante una ficha de observación estructurada. Los resultados evidenciaron un nivel de incumplimiento observable general de 77,98 %. Se concluyó que el incumplimiento de la normativa fue elevado y heterogéneo, evidenciando una brecha considerable entre la normativa vigente y su aplicación efectiva.

This study aimed to determine the level of observable non-compliance with Ministerial Resolution No. 220-2024-MINSA regarding slow-moving pharmaceutical products in Peruvian pharmacies during 2026. The research was applied in nature, utilizing a quantitative approach and a descriptive-comparative design. A non-experimental, observational, cross-sectional, and retrospective design was employed. The sample consisted of 4,315 private pharmacies across the regions of Junín, Amazonas, Arequipa, Puno, and La Libertad. Public reporting for 10 slow-moving tracer medicines was verified via DIGEMID’s OPPF system using a structured observation form. The results revealed an overall observable non-compliance rate of 77.98%. It was concluded that non-compliance with the regulations was high and heterogeneous, highlighting a significant gap between current regulations and their effective implementation.
